Abstract
Ho Chi Minh’s thought on human development constitutes a cornerstone of his ideological legacy, affirming that human beings are simultaneously the ultimate objective, the driving force, and the creative agents of historical progress. Drawing upon this ideological foundation, the Communist Party of Vietnam, through successive National Party Congresses particularly from the 13th to the 14th Congress has placed increasing emphasis on human development and the cultivation of high-quality human capital as strategic priorities for national advancement. This article examines Ho Chi Minh’s conception of people as the masters of society and analyzes the Party’s application of his thought in fostering high-quality human resources. Furthermore, it proposes several strategic solutions to address the emerging demands of digital transformation, artificial intelligence, and the Fourth Industrial Revolution. In doing so, the study reaffirms the enduring theoretical and practical significance of Ho Chi Minh’s thought in promoting the nation’s sustainable development in the digital age.
